Job Description:The City of Chesapeake is seeking a skilled professional to perform comprehensive debt and investment portfolio analysis and management. This role is responsible for analyzing, monitoring, and managing the City’s debt portfolio and investment activities. The position provides strategic recommendations, evaluates financial instruments, assesses risk and return profiles, and ensures alignment of debt and investment strategies with the City’s overall financial goals.
The successful candidate will plan, organize, and implement financial programs within major organizational policies and report on progress of key initiatives to executive leadership through detailed reports and presentations.

VOCATIONAL/EDUCATIONAL REQUIREMENT: Requires any combination of education and experience equivalent to a bachelor’s degree in accounting, finance, or a closely related field
EXPERIENCE REQUIREMENT: In addition to satisfying the vocational/education standards, this position requires a minimum of four years of related, full-time equivalent experience. SPECIAL CERTIFICATIONS AND LICENSES: Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO) preferred SPECIAL REQUIREMENTS: Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
